How HMPPS recruits trainee probation officers: the PQiP application, a values-based test and a half-day online assessment centre with a role play.
About HMPPS and the Probation Service
HMPPS describes its role as: "We carry out sentences given by the courts, in custody and the community." GOV.UK lists James McEwen as "Director General Chief Executive Officer HMPPS".1
GOV.UK calls the Probation Service "a statutory criminal justice service that supervises offenders serving community sentences". It also supervises people released from prison into the community. Kim Thornden-Edwards is listed as its Chief Probation Officer.2 When checked on 9 October 2026, the Ministry of Justice page listed Catherine McKinnell MP as "Minister of State (Minister for Prisons, Probation and Reducing Reoffending)".3
This guide covers one route only: the trainee probation officer programme, known as PQiP. It does not cover direct entry for officers who are already qualified.
On 9 October 2026, HMPPS's How to apply page said "Applications for the trainee probation officer programme are now closed" and "The next intake will commence on 8th March 2027". It invited people to register interest for future opportunities.4
PQiP is a "Full time programme, course lengths are between 15-30 months (depending on your current qualifications)". It leads to the "Professional Qualification in Probation upon completion (level 6 qualification)".5 HMPPS's workforce statistics say "Staff who are training to be a probation officer work as a probation services officer during their training."6
The June 2026 workforce quarterly says HMPPS had 65,945 FTE staff in post at 30 June 2026. Within the Probation Service, "there were 5,445 FTE probation officers in post, a shortfall of 1,935 FTE" against a target staffing level of 7,380 FTE. It says the shortfall "has increased relative to the March release".6
The trainee probation officer process
As HMPPS's How to apply page and its PQiP online assessment centre portal describe the trainee route. HMPPS says the process "takes around 7-8 months to complete".4
- Online application4 questions
Stage 1 will "assess you against a range of skills and behaviours using the Civil Service Success Profiles framework". "You'll be asked to complete 3 behaviour-based questions and one experience question", and "There's a 250 word limit for each question".4
- Values-based assessmentAround 30 min
"Once you've successfully submitted your application, you may be invited to complete a values-based assessment." "On average, if completed in one sitting, the assessment takes around 30 minutes to complete", and there is no time limit. Practice questions are available, and your results determine whether you progress.4
- Online assessment centreHalf day
"This half-day assessment centre has been designed to reflect the reality of the trainee probation officer role." It involves a written test, a role play and an interview.4 The portal says "PQiP online assessment centres are half-days, either a morning or afternoon session", completed online on a laptop or computer. You "start by attending a briefing session with other candidates".7 The briefing includes instructions on navigating the virtual platform, SOVA. The day ends with a de-brief session and a chance to ask any remaining questions.8
- Written test, 75 minutes. "In the written test you will be given 75 minutes to analyse information presented to you" and you respond with brief written summaries. It is assessed against Communicating and Influencing, Making Effective Decisions, Managing a Quality Service and Working Together, plus written skills.9
- Role play, 10 minutes. "During the 10-minute role play, you will take on the role of a trainee probation officer" and interact with a person on probation. "The role play is based upon a challenging scenario that you could be faced with as a trainee probation officer." It is assessed against Communicating and Influencing, Developing Self and Others, Making Effective Decisions and Delivering at Pace.9
- Blended interview, 42 minutes. "The blended interview will cover a mixture of behaviour-based and strengths-based questions" and "will last for 42 minutes". It is assessed against Managing a Quality Service, Working Together, Delivering at Pace and Developing Self and Others.9 The How to apply page says the behaviour questions are about your past experience and the strengths questions are about what motivates you.4
- Existing PSOs. The preparation page says "Existing probation services officers (PSO) applying to the PSO Progression Programme" are "not required to undertake the role play assessments at the online assessment centre".9 The FAQ puts it this way: "if you're applying as a PSO via the internal route, you will not be required to undertake the role play assessment."7
- Content and breaks. HMPPS warns that "some parts contain strong language and cover sensitive topics that some may find unsettling". There are short breaks between assessments, but not during them.9
- Identity. You need photographic ID to progress, and you are asked for proof of your qualification, which you can show on screen.7
- Results and offer
"Results will be communicated to you on or after 20 working days from the date of your online assessment centre". "If you are unsuccessful, you may re-apply to the next PQiP campaign." If you are unsuccessful and meet the criteria for the Probation Services Officer (PSO) role, you are automatically considered for one, unless you opted out on your application form.7 If you succeed, "we'll write to you with a provisional offer of employment". It is subject to pre-employment checks and "pending the availability of a suitable vacancy within a reasonable commute distance".4
- Allocation and reserve list12 months
"Allocation of successful candidates into PQiP vacancies is by fair and open competition based on merit", using assessment scores, and a place in your chosen location is not guaranteed. If you are not placed, you "will remain on the reserve list and your application will be carried forward to the following intake". "Candidates are able to remain on the reserve list for 12 months."4
- Pre-employment checks
Stage 4 includes "HMPPS enhanced level-2 vetting, including an enhanced DBS check" and a declaration of all spent and unspent convictions, cautions and discharges. NPPV level 2 vetting follows once you are in post.4
Who can apply
- Age. You must "be at least 18 years old".4
- Qualifications. You must "have a minimum of a level 3 qualification in any subject".4
- Experience. You must "have experience of working with challenging individuals whose lives are in crisis". It can be paid or unpaid.4
- Right to work and residence. You need the right to work in the UK. HMPPS says applicants "need to have lived in the UK for the last 3 years to pass the correct level of vetting to access our secure IT systems".4
What HMPPS looks for
The PQiP portal says the assessment centre is "based on the Civil Service Success Profiles". It "determines whether you have the abilities, behaviours and strengths required to become an effective trainee probation officer".8
HMPPS's skills page says "You'll have empathy and resilience to help people change". The qualities it lists include "emotional intelligence", "resilience", "the ability to stay calm under pressure", "can build rapport quickly" and "can de-escalate potentially volatile situations".10
Across the three exercises, six behaviours are tested, each one twice:9

Success Profiles is Civil Service-wide guidance from the Cabinet Office, not an HMPPS document. It says "Success Profiles are the recruitment framework used within the Civil Service", made up of behaviours, strengths, ability, experience and technical elements. "Not all of the elements are relevant to every role". It defines behaviours as "the actions and activities that people do which result in effective performance in a job" and strengths as "the things we do regularly, do well and that motivate us".11

Application
Describe a time you got a message across to someone who was upset or unwilling to listen. What did you say, and what happened? (Communicating and Influencing)

A person on probation arrives late, angry, and says the appointments are pointless. How do you open the conversation?
Partway through, they mention something that suggests a risk to someone else. What do you decide to do before the session ends? (Making Effective Decisions)
Blended interview: behaviour questions
Tell me about a week when several urgent tasks landed at once. How did you choose what to do first? (Delivering at Pace)
Give an example of feedback you received and acted on. What did you do differently afterwards? (Developing Self and Others)
Tell me about a time you worked with another team or organisation to get a better outcome for someone. (Working Together)
Describe a piece of work where accuracy really mattered. How did you check it? (Managing a Quality Service)
Blended interview: strengths questions
What sort of conversations leave you feeling energised?
How do you tend to feel after a day when nothing went to plan?
What draws you to working with people who have been through the courts?
How to prepare
- Write to the limit. Each of the four application answers has a 250 word limit.4 HMPPS says "A common approach you might consider using is the 'STAR method'": situation, task, action, result.4
- Write your answers yourself. Applications may be reviewed for AI-generated content during initial screening.4
- Try the practice questions first. HMPPS says practice questions are available for the values-based assessment, which takes around 30 minutes on average if completed in one sitting.4
- Practise turning information into short summaries. "The written test measures how well you can understand presented information and produce a response in writing."4 You get 75 minutes.9
- Rehearse a difficult conversation. The role play lasts 10 minutes and is based on a challenging scenario.9 HMPPS's skills page lists building rapport quickly and de-escalating potentially volatile situations among the qualities it wants.10
- Bring notes for behaviour questions only. "You are allowed to refer to your notes for the behaviour questions in the interview". For strengths questions, "try to give a natural unrehearsed answer".7 The preparation page says "you should not try to prepare a rehearsed response for these".9
- Your application examples can come back. The FAQ says the assessors "have not seen your application therefore you can use the same examples if you feel they are the most relevant examples to demonstrate your suitability for the role".7
- Agree adjustments in advance. Adjustments agreed beforehand are shared with assessors, but "Due to practical and logistical constraints, assessors cannot accommodate requests on the day of the assessment centre."7
- Stick to official material. HMPPS says "there are websites offering to help candidates with PQiP assessments" and "these are not official websites, and they are not endorsed by HM Prison and Probation Service (HMPPS)."4 The PQiP portal calls itself "the official and only place to get the most up to date information to help you prepare for your PQiP online assessment centre".8
Worth mentioning in the interview
- On 19 March 2026 the government said it will recruit "at least 1,300 extra probation officers in the next year", as part of "an investment in probation of up to £700 million by 2028/29". It also said probation supervision "will be better targeted", with lower-risk offenders needing fewer routine appointments.12
- The June 2026 workforce quarterly says "the department has committed publicly to onboarding at least 1,300 Trainee Probation Officers" in 2026/27. It says it will confirm whether it met that commitment in the April 2027 transparency release.6
- "There were 1,389 Trainee Probation Officers starting PQiP training in the Probation Service in 2025/26", compared with 1,057 in 2024/25. "There were 2,137 staff, equivalent to 2,099 FTE, undertaking the PQiP training as of 30 June 2026."6
- New licence powers came into force on 1 October 2026. They allow the highest-risk sexual and violent offenders to be confined to restriction zones "just a few miles wide", and "offenders can also now be banned from pubs, clubs and public events".13
- The same 1 October 2026 announcement said "From next year, the government is also launching random drug testing for thousands of offenders". It said "New technology rolling out this year" will give probation near-live access to tagging data to "spot breaches and act quickly".13
